3 million New Yorkers through its Health Benefit Exchange (HBE) HOW YOU'LL MAKE AN IMPACTYou'll join our mission-oriented Program Leadership Team delivering exceptional client satisfaction in a large-scale Java web services environment.
In a key role, you'll have ultimate responsibility for the NY Health Benefit Exchange (HBE), acquisition of adequate resources, formal communication and correspondence with NYS Department of Health (DOH), foster cooperative relationship among State and contractor staff, ensures compliance with all Service Level Agreements (SLAs); and ensure compliance with the approved Quality Management Plan, Contract Administration, scheduling and provision of resources and focal Point of Contact (POC) for DOH regarding financial and administrative issues and concerns.
You'll manage critical relationships with key partners to maximize synergy and collaboration.
You'll beaccountable for connecting the business and the technical needs of the program, driving execution, establishing effective communication and have the customer experience firmly as the focus.
You'll recognize new business opportunities and capitalize on them.
You'll establish and maintain effective communications with the client a program team.
You'll cultivate a strong and collaborative internal program leadership team, mentoring and empowering them in their area of technical and personnel oversight as well as promoting their achievements to the client.
You'll be responsible for achieving and executing the program's vision and strategy, and ensuring that all contractual requirements are met on time and within budget.
You'll execute and oversee processes that accurately estimate design and development efforts.
You'll establish milestones and monitors adherence to master plans, schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
You'll execute contract administration activities and manage all phases of programs from inception through completionYou'll participate in the negotiation of contract and contract changes, coordinating the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
WHAT YOU'LL NEED TO SUCCEED:
This position requires a unique combination of skills including leadership and management, IT project management, technical thought leadership and innovation, process maturity, continual service improvement, senior management communications, and systems integration.
Education:
Bachelor's degree in related fieldRequired
Experience:
Program ManagementTen (10)
years of program management experience including all phases of program execution (pursuit and offer leadership, contractual negotiations, start-up, execution, and close-out)Minimum of five (5) years previous account executive experience on a large-scale Information Technology projectMinimum of two (2) years previous experience with an MMIS or with major operations-related components of an MMIS or other large healthcare systems and an ongoing relationship management with a large client.
Minimum of three (3) years' experience implementing quality improvement and customer satisfaction monitoring programs.
Demonstrated ability to effectively communicate with customer's senior management:
and demonstrated strong analytical, organizational and problem solving abilitiesFive (5) years' or more experience simultaneously managing large scale concurrent projects and effectively responding to unanticipated business priorities.
Experienced in organizing and leading development, contractual, financial, operations, and other cross functional areas to provide total Program life-cycle management.
Experience managing service type performance-based contract with a $100M
total contract value.
Experience with the management and supervision of a significant number of staff of various labor categories and skills in projects similar in size and scope.
Demonstrated experience implementing a managed services approach.
TechnicalMinimum of Seven (7) years in design, development, implementation, operations, maintenance, and modifications of a large MMIS or insurance application.
Experience with development programs with significant structured software development scopeExperience with the complete architecture and interfaces related to the current NYSoH program.
Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes.
Demonstrated comprehensive experience using the proposed software development life-cycle methodologies and COTS products.
OtherStrong influencing skills to include negotiation, problem solving, and conflict resolution.
Solid analytical skills and understanding of processes, technology and operational concepts.

Master's Degree in an IT related fieldProject Management Professional (PMP) certificationThe likely salary range for this position is $160,000 - $240,000.
This is not, however, a guarantee of compensation or salary.
Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
