Description:
The Adoption System Business Case was approved in late 2007 called for a comprehensive system that would incorporate all of the New York State Adoption Services business Functions. These functions include Child Photolisting, Family Registration, Helpline, ICPC, ICAMA, Subsidy for Local Districts, Subsidy for Voluntary Agencies, Subsidy Vouchering, Putative Father Registry, System Administration, Management Reports and Analytical Tools. Due to the large number of business functions that needed to be included in this project, a phased approach is being used to implement and release the solution, and eventually a full system integration will need to be completed.
Requirements and coding for the first module began in January 2008. This module involved a rewrite of an existing system that included Child Photolisting, Family Registration, and the Helpline business functions. This portion was completed by the end of 2008. At the end of 2009, the Subsidy for Local Districts' business functionality was completed, replacing the existing paper process and automating workflow and communication. In the third quarter of 2011, the Subsidy for Voluntary Agency business functionality was delivered, which included integration with the CAPS system. By mid-2012, Subsidy Vouchering business functionality was completed and deployed. The Putative Father Registry was also completed in 2012 and will need to be integrated with the rest of the systems.
Beginning in mid-2012, the gathering of requirements for one of the larger applications, ICPC, commenced, and work on a prototype for this new application using the business requirements began towards the end of 2013. At the present moment, work on the ICPC application continues, with an anticipated release of the first phase of the application being completed by close of 2014. This initial phase is to completely replace the current ICPC system. Two separate phases are planned for the ICPC application which will include added features that the customer would like to have in the application. Phase 2 will include notifications, messages, 100C forms, 100D forms, handling of disrupted/AWOL children, and an action system. The gathering of business requirements for Phase 2 will commence upon successful deployment of Phase 1. Phase 3 is intended to include more reporting, Administrative tools, and mobile device compatibility, along with any further enhancements the customer finds would be useful after working with the new application.
After all phases of ICPC are completed and deployed, requirements and coding will commence for the remaining requested applications: ICAMA, System Administration, Management Reports, and Analytical Tools. Once these last applications are complete, a full system integration will need to be completed, as well as integration with the Connections system.
This is a 24 month position which without this resource, OCFS' ability to comply with the timeliness of legal mandates required for Adoptions will be compromised and the integrity of the data shared between Adoption System and CONNECTIONS will substandard for meeting SWACIS regulations.
Daily Tasks will include but not limited to the following:
Work in coordination with a team of developers to re-write the current PowerBuilder system into VB.Net 4.0.
Work with Business Analyst on analysis and logical design.
Perform unit testing and correct all identified bugs.
Perform complex VB.Net coding.
Assist with responding to Day Care data requests.
The individual in this position will work under the direction of a Technical Lead, Project Manager & Software Architect.
Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL

Programmer
Analysis, design, coding, component and assembly testing of all application code owned by the Application Team.
Maintenance (Including production support), enhancement and development work.
Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions.

Qualifications:
84 months experience developing .net web applications
72 months experience developing applications utilizing .Net 2.0 or above.
72 months experience writing and developing Web Services or Windows Communication Foundation (WCF).
84 months experience developing N-Tier applications.
48 months experience developing utilizing Aspose.
72 months experience with PL/SQL writing packages, stored procedures and triggers.
36 months experience with Team Foundation Server.
48 months experience utilizing Infragistics or similar control library.
48 months experience design & deployment of complex SQL objects and relational databases design.
Associate's Degree or higher.
