Description:
The GIC is a production agency-wide scalable system that:
Utilizes MapInfo/Spectrum software for generating maps, validating addresses, performing geographic searches and calculating driving routes
Utilizes data from multiple sources/systems (internal and external to OCFS)
Performs geographical analysis of services and related information displayed on a variety of thematic maps (ranges, bar charts, pie charts, graduated, dot density map, line charts, etc.)
Summarizes data by various geographic areas and locations (e.g. school districts, legislative districts, community board districts)
Provides the ability to locate programs/services/resources near an address or within a geography (e.g. List all child care providers in a given Senate district)
Provides the ability to display the proximity of related programs
Provides the ability to generate thematic maps
Duties include but are not limited to:
Work with customers on analysis and logical design for all GIC efforts.
Perform complex PL/SQL coding in a Geographic Information System environment.
Perform routine maintenance for the GIS upgrades, patches & maintenance to custom and packaged apps.
Respond to ad hoc queries as they relate to GIS. This includes administrative planning, operational analysis & emergency response.
Develop/Code all GIC applications internet/intranet as necessary. Currently new apps include Foster Care Registry & NY Alerts.
Support all GIS needs of the Connections application including validation of about 1.8 million addresses per year along with caseload mapping and routing.
Geocoding of all OCFS applications currently about 3 million per year while maintaining approximately 20 million address records on an ongoing basis.
Responsibility for the design and development of the Address Validation Web Service (AVWS), Geographic Information Center (GIC) and various other GIS-related projects.
Provide the NYS Division of Parole and NYS Office Of Cyber Security with the locations of child care providers for use in placement of sex offenders into our communities
Assist the OCFS liaison to the State Office of Emergency Management (OEM) with gathering critical geographic information during emergency situations (e.g. What facilities are near this catastrophic event?)
Establish deadlines, assign responsibilities and monitor the progress of junior developers on the team.
Assist all agency applications with address validation services as needed.
Meet all ad hoc requests for mapping and analysis products on an ongoing basis.
Prepare project status reports.

Specialist
Experience in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Programmer.

Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field.

Qualifications:
84 months as the Lead Developer for complex, large-scale, N-Tier, web-based GIC applications.
84 months experience writing stored procedures in SQL Server and/or Oracle database(s) for spatial data.
60
months experience using Oracle Spatial, MapInfo & SpatialWare.
84 months experience designing and articulating GIS solutions based on documented business processes, rules & user requirements.
60 months working with users on GIS solutions on gathering & documenting requirements.
72 months developing GIS applications using VB.Net, C#, ASP.Net, Web Services, XML and SOAP.
84 months experience using MapMarker, MapXtreme & Spectrum.
Bachelor's Degree. Proof of education is to be submitted with all responses.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
