Description:
OCFS seeks to continue to enhance and maintain a modern comprehensive Statewide Standards of Payment (SSOP) for OCFS. The requested Project Manager will facilitate this transition into SSOP as well as assist in the support and ongoing Business Process Improvements within OCFS Budget Rate Setting Unit (RSU) initiatives to increase effectiveness and efficiency within the bureau and interfaces to other agencies such as Office of Temporary Disability Assistance (OTDA) and Department of Health (DOH).
Statewide Standards of Payment (SSOP) currently supports child welfare. OCFS is authorized by section 398-a of the Social Services Law to establish Maximum State Aid Rates (MSARs) for foster children cared for in all foster care settings, including congregate care settings. In addition, OCFS is authorized under Articles 81 and 89 of Education Law to establish maintenance rates for educationally disabled foster children and children placed by Committees on Special Education (CSE) into residential schools.
The SSOP application is used by OCFS Budget Rate Setting Unit (RSU) to fulfill OCFS statutory responsibilities specified above. SSOP determines the financing of congregate and foster boarding home programs paid for by local districts and voluntary agencies. The application creates the Department of Budget (DOB) package used to claim reimbursement of State and Federal funds to local districts and voluntary agencies. There are currently over 500 voluntary agency programs, as well as local district programs, providing services to over 25,000 children that depend on such financing activities, including children placed in other states.
The requested Project Manager will also work on the Facilities Reporting for Energy Efficiencies(FREE), an application for OCFS Facilities to report on energy consumption as per Governor's Executive order 88(EO88). EO88 mandates that by April 1, 2020, all Affected State Entities shall collectively reduce the average EUI in State-owned and managed buildings by at least 20% from a baseline of the average EUI of such buildings for State fiscal year 2010/2011. The application will allow the Facility Maintenance Staff to monitor energy consumption by Energy Type and record the same in daily monthly or yearly frequencies. The Facility Staff can set up preventive maintenance Schedule and report on break down maintenance. The Agency Staff can Monitor Facilities Energy consumption, preventive maintenance Schedule break down maintenance. The application provides for the creation of charts and reports which can be generated by Agency and Facilities.
Duties include but are not limited to:
Act as the Project Manager and Technical Lead.
Oversees the project during the full life cycle, from origination through close out, using a formal project management methodology. He/she takes ownership of the project and provides leadership to the team.
Develop the project plan, build the project team, develop the schedule using MS Project, and maintain the schedule using MS project to track progress.
Manage resources, manage issues, manage risks, manage changes through a formal change management process, and manage user acceptance of deliverables.
Facilitate meetings, prepare status reports, give presentations to management, and ensure adherence to project management standards and methodologies.
Assist the Portfolio Manager with all executive level requests.

Qualifications:
60 Months of experience in a supervisory role, customer interface activities, documenting requirements, managing and tracking projects using Microsoft Office Suite particularly, MS Project and Excel.
84 Months of experience in engaging in project communication including leading regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing clear and concise status reports, presenting project status briefings to IT leadership, presenting project status briefings to project steering committees and/or agency executive management.
72 Months of experience managing the design of large multi-tiered applications using Object Oriented patterns, Active Directory and ASP/.Net technology
48 months experience developing applications utilizing .Net 3.5 or above.
48 months experience developing complex, large-scale database applications using Oracle 11g, PL/SQL Queries, and stored procedures.
24 months of experience utilizing SharePoint and Team Foundation Server for collaboration in application development.
Bachelor's Degree. Proof of education is to be submitted with all responses.
