Description:
OCFS managers rely on CMS data for mandated reporting, workload management, documentation of programs and as briefing material for meetings with State Executive, Division of the Budget and Legislative leaders. This responsibility lies within the Division of Administration Bureau of Contract Management (BCM).
Duties include but are not limited to:
Requirements Gathering, Specifications Creation, Design Creation, Programming, Unit Testing, Preparation of System Documentation, Use of Oracle tools, Collaboration with Database, Infrastructure and Operations units. During the tenure of the contract and based on the abilities demonstrated, the bid winners may be asked to take on a leadership role of the team on these projects.
Develops complex SQL statements using advanced analysis functions Design of Oracle Application express solutions using Oracle Design development
Provide complex technical solutions and implementation of new technology initiatives relating to application development with Oracle tools.
Architect, install, Maintain and support all of the following oracle products/technologies:
Oracle Application Express (Apex)
Oracle Database 10g/11g
Data Warehousing (OWB)
Establishes an architectural model and a total solution for the department, establishes best practices.
Provides strong professional consulting skills and the ability to communicate well at all levels of the organization.
Team player must be able to work professionally and collaboratively with the government customer and other members of the project team.
Establishing the long-term strategy and technical architecture
Specialist
Experience in the usage and support of a collection of development platforms, technical architectures, or business applications and products that run on those platforms, beyond that of a Programmer.
The Authorized User may seek Specialists in the following areas (list is not exhaustive):o Backup and Recoveryo Security
Expert (84
Months experience)
Candidate is able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field.

Qualifications:
At least 60 months experience with a large Government human services organization, which includes business knowledge, hands on technical design, development, maintenance and end user support of complex financial processing systems
84 Months working with end users and development staff to design and implement report specifications / with an understanding of the architecture and processes of the Oracle server, including Oracle9i and/or Oracle10g, or higher.
84 Months experience in the transition of systems, including the transfer of knowledge and mentoring.
84 Months experience in designing strategies for migrating data from hierarchical to relational database structures, and integrating these strategies on multiple platforms.
84 months Experience in the design of Data Warehouse/ ETL processes and ETL strategy, security, auditing, tuning and maintenance/ designing Operational Data Stores, Ad-Hoc reporting databases, or Data Marts, database design or utilizing /monitoring and tuning the general performance of the Oracle database writing and/or utilizing PL/SQL, SQL Plus, SQL Developer and TOAD, design and implement application code as stored procedures and triggers.
84 months Establishing long-term strategies and technical architectures as well as the short-term scope for a multi-phased complex data warehouse efforts
84 Months experience Oracle Application Express (Apex) administering, designing, supporting and implementing version 4.0 or higher.
Bachelor's Degree in Computer Science or related field. Proof of Education is to be submitted with all responses.
